Three Chinese PV Manufacturers Have Been Proposed by the European Commission to Abolish Duty-Free Concessions

According to people familiar with the situation, the European Commission has proposed lifting the tax-free concessions for the three Chinese PV panel makers to enter the European market because of the suspicion of violating these conditions.

The three vendors are Canadian Solar, London-listed Renesola and ET Solar. The three vendors need to submit written comments before March 20, before they can hold a hearing. European Commission expected to make the final ruling in late April or early May.

The European Commission also said the three companies either failed to report sales data on demand or provided rebates that were substantially lower than the lowest prices or over-sold other products to customers.

As for other Chinese manufacturers that have not been given tax exemption from the EU, punitive tariffs average 47.7%.

According to a sample of 121 firms that have received tax-exempt treatment, the European Commission said there is a reason to remove the tariff concessions from the three companies. One of the sources said that eight companies were sampled.
